Dear Dominique,
I have added a short introduction at the beginning of the "Main statistical findings".
I tried to explain that the link between financing and benefits can be properly done at scheme (sub-national) level, while at national level there's necessarily a mixture of schemes, and the analysis can be only done separately for the two sides of the balance. I hope it's clear enough.
