A passenger car is a road motor vehicle, other than a moped or a motor cycle, intended for the carriage of passengers and designed to seat no more than nine persons (including the driver). The term passenger car also covers microcars (small cars which, depending on individual Member State legislation, may need no permit to be driven and/ or benefit from lower vehicle taxation), taxis and other hired passenger cars, provided that they have fewer than 10 seats in total. This category may also includes vans designed and used primarily for transport of passengers, as well as ambulances and motor homes. Excluded are light goods road vehicles, as well as motor coaches and buses and mini-buses/mini-coaches.
